Citizenship will apply to Aboriginals, Inuit, Métis and Whites.
Anyone not falling under any of these four categories will be subjected to restrictions. None may immigrate into Canada; those who live here shall be limited to a single child per couple; anyone wishing to have more than a single child shall be required to migrate out of Canada; anyone deliberately having more than one child shall be subject to deportation, with the exception of multiple births, provided those multiple births were not deliberately triggered via pharmaceuticals; none shall have the right to vote in any elections.
