Capital punishment shall be applied to dealers of harmful hard drugs, first-degree murderers, poachers of endangered species, rapists, scammers that prey on the vulnerable, and torturers.
Capital punishment shall only be applied in cases where guilt is proven beyond a shadow of a reasonable doubt.
